[KI-LC] For LC Review and Comment - Draft KI Email List Policy v0.2

Hello Leadership Council,

Please find attached a draft email policy for your review and comments.
This policy is also currently in review in the BoT.  There has been
discussion on the BoT list calling for a clarification of process or
provisions that would:

- allow for additional cross communication between the full BoT and LC group
- allow for an additional channel(s) that participants may use to share
feedback with the LC and BoT.
