[KI-LC] For LC Review and Comment - Draft KI Email List Policy v0.2

A few comments /suggestions enclosed.
With respect to the representative approval, I tried to give a bit of explanation.
With respect to the two version notion, my thought is to avoid this if at all possible.
My belief is that this is a policy doc and is made to be read by "human beings", not lawyers.

Now that Ken and Mathew are on board, I wanted to ask them to provide
any additional comments or clarifications on the proposed email policy.
Hopefully, once they've had a chance to share some thoughts, we can work
together to present the LC position.

Also, as the BoT have requested we try to close this out relatively
soon, I've added it as an agenda item for next week's teleconference.
