[KI-LC] Draft IdP Selection WG Charter - Updated for LC Review

Hi Leadership Council Members,

The Liberty BMEG group had an ad-hoc call today to review previous LC
feedback to the draft IdP Selection WG charter and also to provide their own
comments and feedback.  We have worked to address all of the feedback that
we've recieved thus far.

The main changes were:
- Amend the proposed group name from "Selector" to "Selection"
- Make direct reference to the proposed Multi-protocol Identity Selector DG
as a liaison
- Clarify the purpose and scope of the group
