[KI-LC] Proposer Names Requirement in WG Charters

Got it, thanks for the clarification.
We're working on the final details to get the DG running as it doesn't
require a vote. I'll let you know when the WG is accepted and the clock
starts for LC review. We can talk early next week about setting a date
for the vote.
