[KI-LC] Accepted: Japan Discussion Group (Japan DG)

I'm pleased to announce that we have accepted the charter for the Japan
Discussion Group (Japan DG):

http://kantarainitiative.org/confluence/x/KoBB

It is now an official Kantara Initiative Discussion Group as their
charter meets the necessary requirements.  In the next few working days,
the KI Staff will create the discussion list and provision the wiki to
support their work.  Please watch for an email from them announcing it's
availability and related information.
