[KI-LC] Call for votes: Identity Provider Selection Work Group

Thanks Trent and congratulations to Philippe and all of the IdP Selection WG
proposers!

I will build out the tools so that we can officially put the group in to
working mode.  The last piece of the puzzle are the final revisions and
approval of the IPR Join form which we expect to be closed today.  I'll
confirm with the group chairs once this is complete.  With that the new
groups will be fully operational.  I'm looking forward to all of the great
work to come!
