[KI-LC] Pending Charters

All -

In light of some confusion around the IPR selection in charters, I have
spoken to a number of people with various bits and pieces of comments,
suggestions, and advice.  I'm passing along a summary of what I've heard
in the hope it helps clarify the process of filling out a charter.

In general, the advice I've received is that proposers listed on the
charter need to be fully informed regarding the IPR policy that is
selected.  To ensure they clearly understand all he implications of each
policy option and how they'll impact their work, the proposers are
encouraged to engage their own legal counsel to review them.

In specific, once the policy is selected, here is the language that
should be used in Section (9) of a Work Group charter and Section (5) in
a Discussion Group charter where appropriate (as defined by Annex A and
B of the Operating Procedures):

Unfortunately, no additional text is allowed within this section without
the approval of the BoT (as per sections 3.1 and 4 of the Bylaws). 
That' not to say additions can't be made, it's just that they'd have to
become a new IPR Option and have to go through the stanard review
process.  Read: it'd take longer.

To simplify this... I wonder if we should convert this section of the
templates into a set of "select only one" checkboxes listing the
options.  Food for thought.

OK, I think that covers it for now.  I apologize for any confusion, and
know that we'll work out the rough spots as we go.
