[KI-LC] For Review: Email Discussion Policy

As a reminder, we've been working up a policy to define how we intend to
use email discussion lists. [1]  The goal has been to clarify for
participants how they can join lists and what their expectation should
be regarding subscriptions and postings.

I know it seems like a lot of work for something incredibly simple, but
there ya' go.  Here's a link to the most current version:

Please take a look at it and feel free to add your mods to the wiki. 
Assuming there's nothing major needing to be addressed, I suggest we
call for a "yay" | "nay" on adopting it during the next meeting.  From
there it'll go to the BoT for their approval.

Any other thoughts?
