[KI-LC] Call for Votes: Privacy and Public Policy Work Group (P3WG)

My suggestion is that before notifying the community list you make sure
your WG/DG is fully provisioned and ready for people to join (at least
the mailing list).  You'll get the most bang out of the communique if
people can immediately sign up.
