[KI-LC] External Funding Process Update

While reviewing the latest draft of the proposed External Funding
Process with the BoT Treasurer (i.e. Lucy), it became apparent that
there was a disconnect between my understanding of the requirements of
the organization and how they actually function.

In short... it _is_ possible for a Group to bring in External Funds such
that they're ear-marked for a specified activity.  The caveat is that
the organization isn't required to accept External Funds that are
offered if the leadership (i.e. LC and/or BoT) feel the specified
activity isn't in the best interests of the organization as a whole.

My apologies for missing the nuance here and misrepresenting how we can
operate.  I'm taking this one on the chin and reworking the draft
proposal now.  I will ensure a revised version is available for review
by Monday morning.
