[KI-LC] Links to US Fed Privacy Profile (Report and Draft Recommendation)

Hello All,

Small point of clarification.   IAWG is asking the Report (as per link in
Rich's mail) to be ratified by LC.

The Draft Recommendation version is still in IAWG process.
