[WG-ULX] Second statement of work

Thanks Paul,

I will provide you and Joni an item by item estimate shortly so you can 
prioritize as you need. Quickly looking over the list I notice a few 
items that may require some considerable development time as they are 
treading further away from an HTML mockup and more towards an actual 
application. If we are looking to start programming parts of the 
application (such as launching an actual login process and processing a 
response), we may require a renegotiation of our contract.
